Position Title: Climate Adaptation Specialist under Climate Justice Center

Duration: Duration of the Contract will be for 1 year, extension dependent upon available resources.

I. Job Summary:

The CARE Climate Justice Center (CJC) is CARE International’s (CI) Global Team that unites CARE’s work on climate justice– one of the 6 impact areas of CARE’s Vision 2030. The Climate Justice Center aims to support and strengthen the ability of CARE members and partners to improve the wellbeing and secure the human rights of the poorest and most marginalized in the face of the climate crisis. CARE’s global goal is to strengthen the resilience and adaptive capacities of 25 million poor and marginalized people, particularly women and girls to the effects of climate change by 2030.

The CJC is led by CARE Nederland and is accountable to a CJC Council, consisting of 5 investing members (CARE Denmark, CARE Deutschland, CARE France, CARE International UK and CARE Nederland). The CJC facilitates the development and cultivation of a broader CARE Climate Justice Network, building close ties between the center and CARE’s global capacity and experience. The current team consists of eight team members based in different countries in Europe, Asia and Africa.

The Climate Adaptation Specialist will contribute to the Climate Justice Center by focusing on technical support, capacity strengthening and facilitating the collaborative engagement of CARE offices. The role will contribute directly to the realization of the CJC’s annual work plan and thus the realization of the CARE Climate Justice Strategy 2030. S/he will also support Country and Regional offices to connect strategically through joint planning, information sharing and knowledge management. The adaptation specialist will work closely with the other adaptation specialist in the team and will ideally bring strong expertise in the area of humanitarian action, disaster risk reduction, early warning systems and anticipatory action to help build a stronger collaboration between CARE’s Climate Justice and Humanitarian Action work.

II. Responsibilities and Tasks:	% of Time
Responsibility # 1: Providing technical support and attract new funds	30%
The specialist will provide technical support related to climate justice issues to CARE staff in particular: In the design of proposals for new funding for climate justice related programming or for the integration of climate justice in sectoral initiatives. To specific on-going initiatives and programs that need support to implement their climate justice activities. The specialist will coordinate and/or participate in the continued development and updating of core technical content (practitioner guidance and other technical guidance) related to Climate Justice. Particular attention will be given to the tools at the intersection of our humanitarian and climate justice work. The roll out of the Resilience Marker and the use of Climate Justice indicators will be part of this responsibility. The specialist will contribute to CJC’s efforts in attracting new funds and resources, including by working with fundraising staff in CARE members to identify new opportunities for climate programming.
Responsibility # 2: Supporting global and regional initiatives and partnerships	20%
Is driving the integration of Climate Justice in humanitarian work and works closely with CARE’s humanitarian colleagues, amongst which CEG (CARE Emergency group) and the CARE Women Lead in Emergencies program. Engages in fundraising activities and representation to key stakeholders of CJC. Engages in technical advocacy towards donors to influence their strategies and funding policies. The specialist will also have direct engagement with relevant existing and emerging CARE (sub-regional) strategies and linkages will be established to ensure impact through learning and knowledge is amplified throughout the regions and on a global basis where relevant. The specialist will work closely with other climate and adaptation specialists globally.
Responsibility # 3: Strengthening capacity of COs and partners organizations in the area of climate change and resilience	30%
The specialist will contribute to the CJCs efforts of assessing the needs of CARE offices and CSOs in terms of capacity strengthening. The specialist will contribute to or lead on the development of new courses and learning journeys in the CARE Climate and Resilience Academy and will contribute to develop new partnerships with other organizations to ensure the development of new joint climate courses that will enhance the reach and impact of the CARE Climate and Resilience Academy. The specialist will design and facilitate other Climate Justice trainings when relevant.
Responsibility # 4: Facilitating knowledge management and learning	20%
The specialist will contribute to the work of the Climate Knowledge Management and Learning Coordinator by sharing tools, lessons, case-studies, data etc. The specialist might lead on the development of learning processes or publications on specific climate justice themes such as forecast-based early actions, climate information services etc. The specialist will contribute to CARE’s internal Climate Champion Network (facilitated by CJC Gender, Knowledge & Learning Advisor) and the different Regional community of practices.
Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III. Reporting to:

The specialist is part of CARE’s Climate Justice Center and will report hierarchical and functional to the Global Leader of the CJC. The specialist will attend the CJC two-weekly online team meetings and annual strategy meetings.

Qualification:

Deep knowledge and experience of at least 7 years on Climate Adaptation and related topics such as early warning systems, anticipatory action, climate information services and disaster risk reduction.
Academic level in the climate change adaptation and resilience area or any closely related area.
Experience in designing / managing and/or implementing climate adaptation initiatives or sectoral initiatives with a strong climate adaptation component.
Excellent training design & facilitation skills.
Knowledge of inclusive, locally-led and gender-transformative approaches to climate adaptation.
Knowledge on working in and with NGO’s.
Fluent in English verbally and in writing; Proficiency in Arabic, French or Spanish is a plus
Proactive attitude and willing to further develop knowledge and skills within this specific area
Prepared to travel abroad
Excellent communication skills; intercultural sensitivity towards external contacts; analytical; accurate; flexible; immune to stress; team player and pro-active character.
Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
