For example, 500 Startups, Y Combinator, and Sequoia Capital have all finalized deals in these sectors in 2014. On the other hand, none of them made it among the top investors by deal count for investments with startups in healthcare, energy, and minerals and resources.

While we don’t have a definitive answer on this, one could reasonably assume that this is due to the fact that being able to operate successfully in those sectors requires a particular understanding of the technical and regulatory environment.
